A high-risk sex offender who admitted sexually assaulting a woman in his White Plains home last year was sentenced Thursday, July 24, to three years in prison.
The negotiated prison term was for Eugene Feeney’s guilty plea to third-degree criminal sex act, his third sex-crime conviction in the past two decades.
He had faced more serious felony charges including first-degree rape after the woman told police in June 2024 that he sexually assaulted her at the Bogart Avenue home.
That alleged attack came while Feeney was free on bail following his November 2023 arrest on felony weapon and assault charges related to an altercation he had with a different woman at the house. Those felonies were eventually reduced to misdemeanors and Feeney was recently allowed to plead guilty only to a violation, disorderly conduct, in White Plains City Court.
At the time of both recent arrests, Feeney was on parole for a 2009 rape conviction for which he served 12 years in prison. He was adjudicated a Level 3 sex offender, the highest risk to reoffend.

Assistant District Attorney Mollie O’Rourke called “disturbing” statements Feeney made in his pre-sentence interview with a probation officer that suggested he wasn’t accepting responsibility for his crime. “This defendant simply doesn’t get it,” she told state Supreme Court Justice James McCarty.
But O’Rourke declined when the judge asked her if she wanted the statement to be the basis to cancel Feeney’s guilty plea.
The 56-year-old Feeney confirmed to the judge that he accepted responsibility.
“Are you remorseful?” McCarty asked him.
“Very remorseful, your honor,” Feeney replied, before offering his apology to the victim, who was not in court.
In addition to his prison term, Feeney will have his parole supervision following his release extended another 10 years and will again register as a sex offender.
