A $10.4 million transportation project in Redding includes installing a single-lane roundabout at Victor and Cypress avenues, repaving part of Victor and connecting bike lanes and sidewalk in a roughly 29-acre area on the southeast side of the city.
City planners hope to start preliminary construction on the Victor and Cypress Avenues Active Transportation Project in 2026, depending on the weather and when contractors can schedule work.
The project area covers the stretch of Victor from Hartnell Avenue to Cypress, and Cypress Avenue from Victor to Alfreda Way next to the Safeway shopping center.
Approximately $7.8 million of the infrastructure project’s cost will be funded by California Active Transportation Program grants, according to Josh Anthony, assistant director of Redding Public Works.

What will change on Victor and Cypress avenues in southeast Redding
When done, likely in late 2027, the upgrades will improve “safety and accessibility for pedestrians, bicyclists and all roadway users,” Anthony said.
Changes on Victor and area roads include new paving places and new lighting, traffic signals and signage. Crews will also build sidewalk across current gaps in the area, and add wheelchair accessible ramps.
The area will also get new bike lanes and buffered walkways — ones with curb extensions or other barriers between pedestrians and traffic, according to the city.
How will that roundabout look?
The Cypress-Victor intersection will get a new “modern single-lane roundabout, which will improve traffic flow, reduce collisions and upgrade pedestrian safety at all four corners of the intersection,” Anthony said.
Crews will also repave that section of Victor Avenue.
That roundabout will look similar to the one on Shasta View Drive and Old Alturas Road, but without the rock feature in the middle.
Where will new trail from Alfreda Way go?
Planners also are looking to improve safety and access between the Safeway shopping center, Shasta Meadows and Mistletoe elementary schools and surrounding neighborhoods.
Crews will build a trail between the north end of Alfreda Way and Mistletoe Elementary School, according to the city’s project map.
That will give students and other pedestrians a direct path down Alfreda and onto Cypress without them having to walk on Churn Creek Road or Victor Avenue.
When will construction in southeast Redding begin and end?
Initial utility work could begin as early as 2026, according to Anthony.
To build the new infrastructure, crews will clear vegetation and trees, including native oaks and pine, in an undeveloped parcel in the northeast corner of the Cypress-Victor intersection. They’ll also build over open space at the south end of Victor at Churn Creek, according to the city.
City planners expect to start main construction in early 2027, and finish later that year, Anthony said.

Planners will schedule a community outreach meeting in August, and will announce the time and date soon.
The city is also discussing paving and path upgrades north on Victor, Anthony said.
