City of Wichita Falls says ex-officer indicted over woman's arrest

The city of Wichita Falls indicated in a media release Wednesday night that former police officer Daniel Wilson had been indicted on criminal charges.

The city also posted videos on its YouTube channel of Lang’s arrest.

The media release provided no details of the indictment and deferred questions to Taylor County District Attorney Jim Hicks.

The Abilene DA was appointed special district attorney in February to handle allegations over the controversial arrest of a woman in Wichita Falls.

Wilson was terminated, and Douglas Gulley resigned from the Wichita Falls Police Department in the wake of the arrest of Victoria Lang at a restaurant on Aug. 26.

The city release did not mention any action against Gulley, and no indictment against Wilson was available on the Wichita County’s website or from the database for court records early Thursday.

The media release said city leaders issued “a unified statement recognizing the importance of the legal process while reaffirming their commitment to continue the work of serving Wichita Falls.”

In the release, Mayor Tim Short said, “Today shows the legal system doing what it was designed to do. Understandably, people will have a wide range of emotions. As that process unfolds, this is a moment to recommit to each other as we build a better future for everyone in Wichita Falls.”

City Manager Jeff Jenkins said, “We will continue the reform efforts already underway, including the ongoing review with 21CP , while continuing to support growth and opportunity across Wichita Falls.”

The firm 21CP Solutions is a Chicago consultant the city hired at a cost of up to $275,000 to review police practices in the wake of the Lang arrest.

Interim Chief Mitch Bates said in the release, “The actions alleged in this case are not reflective of the values of the Wichita Falls Police Department or the men and women who serve this community every day.”

Bates, former police chief in Garland, was hired as interim chief after longtime Chief Manuel Borrego left the department on Feb. 21.

A suspension letter sent to Wilson by Borrego on Nov. 6, 2025, alleged the officer’s use of force was unnecessary and showed “little regard for potential injury.”

Body cam video released by the city shows Lang being dragged across the parking lot to a patrol vehicle.

Borrego turned criminal investigation of the matter over to the Texas Rangers.

The incident stirred emotional responses on social media and outcries of concern from residents at City Council meetings.
