Rochester city employee charged in teen's rape. New details released

A man accused of raping an Orleans County teenager who believed he was a driving instructor is a City of Rochester employee, police confirmed Tuesday.

The incident occurred Saturday afternoon in Rochester.

City employee identified as suspect

Wayne Plummer, 58, of Rochester, who faces multiple felony charges in connection with the case, works as a crossing guard for the City of Rochester, according to Capt. Greg Bello of the Rochester Police Department.

As of Monday, May 25, city officials had begun termination paperwork, police said.

Teen believed suspect was driving instructor

Police said officers responded around 4:20 p.m. Saturday, May 23, to the 300 block of Hudson Avenue for a reported sexual assault.

Investigators said an 18-year-old Orleans County woman traveled by bus from downtown Rochester to the area of State Street and Lyell Avenue for a scheduled driving school appointment.

According to police, Plummer approached the teen while she was standing outside the driving school and spoke with her from a vehicle. The teen believed he was her driving instructor and entered the vehicle.

Police said Plummer then drove the teen to an apartment in the 300 block of Hudson Avenue, where the sexual assault allegedly occurred.

He was arraigned over the weekend and remanded to the Monroe County Jail on $5,000 cash bail or bond.

Investigation continues
