'Big Beautiful Bill’ clears Congress: NY Democrats sound alarm, Republicans cheer

The Trump administration’s “Big Beautiful Bill” is making it’s way to President Donald Trump’s desk to be signed into law after being passed by the House on July 3. The 218-214 House vote came after a full day of negotiations July 2 after the Senate narrowly approved the legislation on July 1 on a 51-50 vote after three Republicans defected, requiring Vice President JD Vance to break the tie in a dramatic flourish, USA TODAY reported.

Here’s what officials across New York state are saying about the budget’s passage by the House.

‘They failed both times’: Gov. Hochul speaks out about Congress’ passage of Trump’s policy bill

Gov. Kathy Hochul released the following statement on July 3 after Trump’s controversial “Big Beautiful Bill” passed through Congress:

“Today’s vote makes it official: all seven New York Republicans in Congress voted to rip health care away from 1.5 million New Yorkers and jeopardize SNAP benefits for nearly 3 million more. They had two chances to stand up to Donald Trump and fight for the people they serve. They failed both times, gambling with their constituents’ lives to pay for billionaire tax breaks.

“To the 48,000 New Yorkers set to lose their coverage in Rep. LaLota’s district, the 48,000 in Rep. Garbarino’s, the 52,000 in Rep. Malliotakis’, the 31,000 in Rep. Lawler’s, the 44,000 in Rep. Stefanik’s, the 35,000 in Rep. Langworthy’s, and the 31,000 in Rep. Tenney’s: your members of Congress may have given up on you, but I never will.

“As Governor, your family’s health and well-being is my top priority. And I will keep fighting every single day to shield you from the cruelty and chaos coming out of Washington.”

‘The best is yet to come!”: U.S. Representative Tenney applauds House’s passage of ‘Big Beautiful Bill’

U.S. Representative Claudia Tenney took to X on July 3 to share her thoughts about the House’s passage of Trump’s “Big Beautiful Bill.”

“Today, House Republicans kept our promise to the American people by passing the One Big Beautiful Bill! This historic legislation locks in the Trump Tax Cuts, eliminates tax on tips and overtime, secures our border & bolsters our national security. The best is yet to come!”

‘It’s a powerful declaration’: Congressman Langworthy touts policy bill’s $2 trillion spending cut

Congressman Nick Langworthy released a statement on July 3 after Trump’s policy bill was passed through Congress, which says in part:

“Today, Congress delivered a generational win for the American people. With the passage of the One Big Beautiful Bill, we are launching the next great American comeback — and putting working families first once again.

“This bold, sweeping legislation rewrites the tax code to deliver the largest middle-class tax cut in history. It eliminates taxes on tips and overtime pay, provides substantial relief for senior citizens, expands the Child Tax Credit to help families thrive, and lifts the arbitrary cap on the State and Local Tax (SALT) deduction that punished homeowners in places like New York … It also delivers major wins for Upstate New York and rural America, including two of my bills—the Fair Milk Pricing for Farmers Act and the Dairy Farm Resiliency Act—bringing long-overdue fairness and stability to our dairy producers.

“This bill is the product of relentless work and a united Republican majority. While Democrats cling to fear tactics and failed ideas, we are delivering real, measurable results. On the very day this bill passed, we saw a booming jobs report and new trade deals announced. That’s not a coincidence—that’s the America First agenda in action.

“On the eve of Independence Day, this is more than legislation—it’s a powerful declaration: America is back. We are rebuilding our economy, securing our borders, restoring pride in work, and reaffirming that the American Dream is alive and well for the next generation.”

Langworthy also made note of the bill’s $2 trillion spending cut, funding for immigration enforcement and “100% expensing for American-made manufacturing.”

‘We delivered on our promise’: Congressman Lawler commends the House’s passage of Trump’s policy bill

Congressman Mike Lawler released the following statement on July 3:

“Today, we delivered on our promise — to stop the single largest tax hike in American history and put more money back in the pockets of Americans. We secured meaningful SALT relief, locked in tax cuts for families and small businesses, and restored fairness for hardworking taxpayers across New York.

“This bill is a blueprint for how we can govern responsibly: provide real relief, restore security, and rein in out-of-control spending. The alternative was higher taxes, fewer jobs, and more economic pain. I voted to protect my constituents from that, and today, we got it done.”

‘Promises made, promises kept’: U.S. Representative Stefanik praises passage of ‘Big Beautiful Bill’

U.S. Representative Elise Stefanik shared the following statement on July 3:

“Promises made, promises kept. I was proud to stay in Congress to vote to pass the One Big Beautiful Bill to deliver on President Trump’s historic mandate to enact the largest tax cut in American history, turbocharge economic growth, secure our borders, restore energy dominance, cut wasteful spending, and deliver peace through strength.

“As the Dean of the New York Republican Delegation, I was proud to help lead the successful effort to increase the State and Local Tax deduction cap to $40,000 — the largest tax cut for New Yorkers ever. This is in stark contrast to NY Democrats led by failed Governor Kathy Hochul who support the largest tax increase on hardworking families in history.”

‘It’s common sense’: NYS Conservative Party Chairman Kassar expresses thoughts on Trump’s policy bill passage

New York State Conservative Party Chairman Gerard Kassar’s July 3 statement is as follows:

“The New York State Conservative Party applauds President Trump and Republicans in Congress for passing bold legislation that will root out billions of dollars in federal waste and provide tax relief to millions of Americans, including social security recipients whose buying power was devoured by President Biden’s rapacious inflationary policies.

“Renewing and expanding the Trump tax cuts isn’t just smart policy — it’s common sense. These cuts will give millions of Americans the breathing room they need.

“At the same time, this plan roots out hundreds of billions in waste and bureaucratic mismanagement — the kind of Washington nonsense taxpayers are sick of funding. It protects the safety net for those who truly depend on it while creating new opportunities for millions more to rise. This is what responsible governance looks like — not more spending, not more red tape, but a government that works for the people, not the other way around.”

‘I can’t say that I’m shocked’: Assembly Speaker Heastie shares thoughts on Congress’ passage of Trump’s policy bill

Assembly Speaker Carl E. Heastie shared the following statement on July 3:

“I’m disappointed and I’m furious but I can’t say that I’m shocked at Republicans in Congress passing this big, awful bill. The cruelty, the lack of empathy and the lack of concern for our friends, neighbors and fellow Americans is par for the course for this administration.

“Representatives Elise Stefanik, Mike Lawler, Nick LaLota, Nicole Malliotakis, Andrew Garbarino, Claudia Tenney and Nick Langworthy could have defeated this bill by standing for the needs of their constituents and families across the state. Instead, they betrayed the New Yorkers they were sent to Washington to represent.

“They have sold out American families, gutting Medicaid, ripping away access to health insurance and health care. All so their billionaire donors can keep their tax cuts. This bill will be devastating for New Yorkers and people across the country.”

Monroe County Executive Bello comments on ‘devastating’ impact of federal budget bill’s passage

Monroe County Executive Adam Bello released the following statement on July 3:

“The consequences of today’s Congressional passage of the federal budget bill will be devastating to Monroe County, New York State, and the rest of the nation.  Extending tax cuts for the wealthy on the backs of working people by cutting Medicaid and food assistance will damage the health and well-being of our families, and the resulting federal deficit increase will jeopardize our children and grandchildren’s financial future. Despite the upheaval this disastrous legislation will cause, I am committed to working with our government, business and community partners to find ways to support the Monroe County residents who will feel the direct impact.”
