58-year-old Sacramento woman recovered from San Francisco Bay

A second victim of the now sunken Volare has been recovered from the San Francisco Bay waters.

The San Francisco Police Department Marine Unit 3 recovered a body around 1:02 p.m. on Thursday when a passing vessel alerted them of a body in the water, while conducting sonar scanning west of Treasure Island, authorities said Thursday.

Authorities confirmed on Friday afternoon the body recovered was one of the three passengers missing from the Volare vessel that capsized on Tuesday, July 14.

“SFPD will continue its investigation into the cause of the sinking vessel while continuing the recovery efforts for the remaining two individuals missing,” the San Francisco Police Department said on Facebook.

The San Francisco medical examiner identified the victim as 58-year-old Tondra Madruga of Sacramento County, also known as “Tondra Miller,” the San Francisco Chronicle reported.

Her brother Quin Madruga confirmed on Facebook that she had died in the boating accident.

“Our family is heartbroken by the loss of our beloved mother, daughter, sister, and aunt, Tondra Madruga,” Quin Madruga wrote on Facebook. “Our hearts remain with every family impacted, and we sincerely appreciate your kindness and understanding.”

In the post, the family extended their appreciation to the U.S. Coast Guard, the San Francisco Fire Department, the San Francisco Police Department, first responders, and civilian boaters and community members who helped in the search and rescue efforts.

“Your dedication and support mean more to our family than words can express,” Quin Madruga said.

The Chronicle reported most Volare passengers were Boisa family members who had gathered for the memorial service of Maria Boisa, Ralph Boisa’s adopted daughter, he told the newspaper. The Fremont nurse died in 2015 at the age of 32 by suicide.

Tondra Madruga was Maria Boisa’s friend, according to the Boisa family. The group had plans to scatter her ashes, the Chronicle reported.

Ralph Boisa is the brother of 79-year-old Clifford Boisa, who died after the boat capsized.

Clifford Boisa’s wife, Jackie Boisa, and Ralph’s and Clifford’s sister, Carol Boisa, remain missing as of Friday afternoon.
