Michael McCarten was the former Director of St. Clair County Community Mental Health and first chaired the Community Services Coordinating Body or the CSCB in 1982. This interview is in response to a Special Report on whether the CSCB is a “shadow government.” Mike did not address any errors or misinformation from my Special Report. Instead, he wanted the opportunity to enlighten the audience on the good work of the CSCB regardless of the fact that it is not subject to the Open Meetings Act or Freedom of Information Act. The government safeguards are for the accountability, transparency and protection of the taxpayers for the $50 million dollars that CSCB has reported.
