A second Green Bay man was charged with intentional homicide in the 2023 shooting death of 30-year-old Carlos Otero-Aviles of Green Bay.

Joel Pagan-Garcia, 40, of Green Bay. Prosecutors previously charged Christian Rivera-Pica, 41, of Green Bay.

Pagan-Garcia is charged in Brown County with first-degree intentional homicide with a dangerous weapon, as a party to a crime, a felony.

Pagan-Garcia and Rivera-Pica were arrested July 28, according to the Green Bay Police Department. Both men are in custody at the Brown County Jail on $1 million bails.
Pagan-Garcia is scheduled to make his initial appearance in court Aug. 13.
