Oconto Falls doctor accused of producing child pornography charged in federal court

An Oconto Falls doctor charged with child pornography offenses was charged in federal court Sept. 5 with production of child pornography.

Isaias Cupino, 65, of Oconto Falls, was charged in Oconto County Aug. 29 with first-degree sexual assault of a child, child sexual exploitation and possession of child pornography. According to a criminal complaint, Cupino was arrested after the Oconto Falls Police Department received an online tip that child sexual abuse material had been uploaded to Facebook July 12 from a local address.

Detectives investigating the tip, which came from the National Center for Missing and Exploited Children, found one image depicting Cupino holding a young child and a video file depicting child sexual abuse. Believing the child in the files could be in imminent danger, the complaint said, detectives executed a search warrant at Cupino’s house, resulting in his arrest.

Cupino previously appeared on Prevea Health’s website as a family medicine physician. In a statement, the company said Cupino is not currently working.

“We are aware of the serious allegations involving an employee. While we cannot comment on the specifics of an active legal matter, please know we take matters like this very seriously,” the statement on behalf of President and CEO Ashok Rai read. “The safety and well-being of our patients and community are our highest priority. The employee is not currently working and we will continue to take appropriate actions as more information becomes available.”

On Sept. 5, Cupino was charged with one count of production of child pornography in the United States District Court for the Eastern District of Wisconsin in connection to the same online tip as his state case. According to the federal criminal complaint, the toddler depicted in the child sexual abuse video was Cupino’s almost-2-year-old son.

In a search of Cupino’s phone, detectives found the child sexual abuse video that prompted the online tip in Cupino’s photo album, the complaint said. The video’s data showed that the video was recorded July 4. Detectives found several other videos depicting child sexual abuse or the child in the shower, the complaint said.

Cupino was scheduled to make his initial appearance in federal court Sept. 9, according to court records. He returns to state court Sept. 24 for a preliminary hearing.

If convicted of the federal charge, Cupino faces a minimum sentence of 15 years with a maximum of 30 years in prison.
