Greenburgh paramedic arrested on certification fees theft charges

The supervisor of Greenburgh’s police paramedics program is facing felony charges accusing him of forging certifications and keeping more than $3,000 in fees paid by trainees, the Westchester District Attorney and state Comptroller announced.

Jared Rosenberg, 51, of Dobbs Ferry, was arraigned in Town Court on Friday, May 8, on multiple charges including third-degree grand larceny.

Rosenberg was responsible for conducting First Aid and CPR training sessions for members of Greenburgh’s emergency medical services and filing Health and Safety Institute certifications for those who completed the training.

His arrest followed a probe by DA investigators, the state Comptroller’s Office and the state Department of Health. It found that between May 2022 and July 2025, Rosenberg kept the fees paid by trainees instead of sending the money to HSI and forged HSI certification cards.

“All public servants are expected to conduct themselves according to the high standards demanded by Westchester residents,” Westchester DA Susan Cacace said in a news release announcing the arrest. “As alleged, this defendant betrayed that trust, and we will seek to hold him accountable for his actions, as we do any official who disregards their duty to the public.”

In addition to the grand larceny charge, the top felony charges Rosenberg faces are second-degree criminal possession of a forged instrument and first-degree tampering with public records. Those are punishable by up to seven years in prison. He also faces felony charges of first-degree scheme to defraud and first-degree falsifying business records, and a misdemeanor charge of official misconduct.

None of the charges are bail eligible and Rosenberg was released to return to court on June 5.

A lawyer representing him could not immediately be reached and police officials did not immediately respond to requests for comment.
