4 arrested following theft and police chase, three under 20

After a theft, vehicle chase, and manhunt, four people have been arrested and are facing charges, with three of them under 20, according to New York State Police.

Around 11 a.m. on Sept. 9, police said a group of individuals, all dressed in black and gray clothing and wearing surgical masks, entered the Macy’s in Destiny USA Mall in Syracuse and stole men’s merchandise.

Syracuse Police initially pursued two of the suspect vehicles before discontinuing the chase. A short time later, state police located one of the vehicles and pursued it eastbound on the New York State Thruway (I-90) in the city of Oneida, where it crashed. The sole occupant sustained non-life-threatening injuries and was taken into custody.

Another suspect vehicle was later found near State Route 291 in the town of Marcy.

Three suspects fled the vehicle on foot. A coordinated search by State Police, the Oneida County Sheriff’s Office, New York State Park Police, New York Mills, Whitestown, Whitesboro, and Yorkville Police Departments, the Department of Environmental Conservation, and other partner agencies resulted in three suspects being taken into custody.

The two vehicles were reported stolen out of the city of Utica. 

Arrests made

The operator of the 2023 Hyundai Tuscon, which was abandoned on State Route 291 in the town of Marcy, was an unnamed male, 17, from Utica. He is being charged with third-degree criminal possession of stolen property, fourth-degree criminal possession of stolen property, second-degree criminal mischief, second-degree reckless endangerment, third-degree unlawful fleeing a police officer in a motor vehicle, reckless driving, and numerous traffic violations.

The unnamed 17-year-old male was arraigned virtually via Onondaga Family Court and released from SP North Syracuse.

The first passenger, Osman Borrow, 20, of Utica, was charged with third-degree criminal possession of stolen property, fourth-degree criminal possession of stolen property, and second-degree criminal mischief. 

Borrow was transported to the Onondaga County Justice Center to await CAP Court arraignment.

The second passenger, an unnamed 18-year-old male from Utica, was charged with third-degree criminal possession of stolen property, fourth-degree criminal possession of stolen property, and second-degree criminal mischief.

The 2015 Honda Civic, which was confirmed by law enforcement to have been stolen from Utica, was originally pursued by troopers on the New York State Thruway.

Troopers observed the Honda enter the median, cross back over both lanes of travel, and collide with a tree.

The sole occupant, another unnamed 18-year-old male from Utica, was transported from the scene to Upstate Hospital by Greater Lenox Ambulance.

After being released from he hospital, the unnamed 18-year-old male was charged with third-degree criminal possession of stolen property, second-degree criminal mischief, second-degree reckless endangerment, third-degree unlawful fleeing a police officer in a motor vehicle, reckless driving, driving without a license, failure to yield to an emergency vehicle, speed, and moving from a lane unsafely.

The second unnamed 18-year-old male was transported to the Onondaga County Justice Center to await CAP Court arraignment.
