Sex offender gets 3 years for registration violation in Wayne County

RICHMOND, IN — A convicted sex offender who failed to keep authorities aware of his current address has been sentenced to three years in prison.

A Wayne Circuit Court jury in March found Allen Mickel Goodwin, 35, guilty of failure to register as a sex or violent offender, a Level 5 felony that carried up to six years in prison.

Judge April Drake imposed the three-year sentence on April 17. Goodwin indicated he would appeal his conviction.

Goodwin, formerly of Randolph County, was convicted of charges including vicarious sexual gratification in that county in 2010.

In August 2023, a detective with the Wayne County Sheriff’s Department was informed Goodwin had been staying at a home in the 100 block of South 16th Street in Richmond.

Richmond police said the 16th Street home was within 1,000 feet of both the Boys and Girls Club of Wayne County and a preschool.

As a result of being classified as an offender against children and a sexually violent predator, Goodwin is prohibited from living within 1,000 feet of facilities for children, including schools.

He was also charged with  illegal sex offender registry, a Level 6 felony with a maximum 30-month sentence. However, that charge was later dismissed.

When questioned by police, Goodwin denied living at the 16th Street address and maintained he was homeless.

However, deputies later received a report Goodwin was seen at that address “hitting, yelling and punching” dogs on the property.

His record also includes a 2019 conviction for failure to register as a sex or violent offender in Wayne County, and convictions, in 2020 and 2022, for illegal sex offender residency in Wayne and Morgan counties, respectively.

The Indiana Sex and Violent Offender Registry now lists Goodwin at an Indianapolis address.
