Indianapolis Mayor Joe Hogsett promised to create a digital “one-stop shop” for public records such as ethics filings, campaign finance reports and city contracts.
But he never did.
While some of that information is scattered across the city’s website, there is no single online destination for it as envisioned under Hogsett’s “Disclose Indy” plan, which he signed into law in 2016.
So journalists at Mirror Indy and IndyStar set out to create one.
Below you’ll find a round-up of records Hogsett once described as “critical” to public oversight of government, but that were never compiled in a single location as intended by the law.
Some of the records are already available in different locations on the city’s website. Others such as financial disclosures and ethics waivers for many of Hogsett’s top staffers are being published online here for the first time ever.
Economic interest statements for appointees
The following are financial disclosures for about 30 of Hogsett’s appointees from 2016 to 2024. They were obtained through a public records request and do not necessarily reflect a comprehensive list. None of these have been publicly posted on the city’s website.

We requested through a public records request ethics waivers for about 30 Hogsett appointees from 2016 to 2024. While this is not a comprehensive list of every ethics waiver, none of these have been publicly posted on the city’s website.

Financial disclosures for countywide elected officials are available here. Below are the most recent filings posted online for each of elected official:
This list was updated Jan. 29, 2026: Prior to publication, economic interest statements for most county-wide elected officials had not been posted since 2023. After inquiries from reporters, the city updated its website with additional filings. Names marked with an asterisk did not have their 2025 filings available as of this update. Officials did not respond to questions about why they were not previously posted or why the website was missing some filings.

City contracts
You can find city and county contracts dating back to 2007 on the city’s website using this search tool. Contracts for other public agencies over which the mayor has influence through board appointments are not necessarily included in the city’s portal. For example, here are 21 contracts involving former Hogsett staffers that we obtained through public records requests. This list is not comprehensive.

Campaign finance reports
You can find campaign finance reports for Indianapolis and Marion County candidates, parties and political action committees on the city’s website using this search tool.
Records on the city’s website, however, are not searchable. For that reason, we created a searchable database of contributions to Mayor Joe Hogsett. You can access it here.
City suites
The city has suites at Gainbridge Fieldhouse and Lucas Oil Stadium. We created a searchable list of which city staffers, campaign donors, City-County councilors, and family members have used the suites to watch the Pacers, Colts, Fever, WWE and more. Check it out.
