$50 million East Peoria apartment complex welcomes first tenants

EAST PEORIA — With the first units ready for occupants, Blutowne apartments welcomed its first tenants this month to the city’s Levee District.

The complex’s first 18 households moved into their Blutowne units Sunday, Sept. 14, according to Wendy Conner, regional manager of developer Flaherty and Collins Properties. By early October, she said about 30 households will be living at Blutowne, located at 501 W. Washington Street.

“The project is being completed in phases,” Conner said. “The first phase consists of 61 units, and the second will have 99 units. That phase should be complete by mid-October, and we will have two more phases after that.”

Conner said she expects the entire $50 million project to be completed by spring 2026. The city has a Tax Increment Financing agreement in place for the project and is providing a $16 million loan to Flaherty and Collins.

The complex will include 219 studio, one-bedroom, and two-bedroom apartments. Rent will range from $1,150 to $2,600 per month, depending on the unit.

The community will also include a large fitness center, a conference area, a rooftop lounge, a courtyard with a heated salt-water pool and cabana, and a pet park, Conner said.

“We’re crazy about our pets,” she added.
