Redding man suspected in shooting near SCOE property arrested

The man suspected of shooting another man in east Redding last week had a criminal history that spanned some 30 years, police said.

Troy Lyons, 46, of Redding, was arrested in Tehama County on Friday, May 1 in Red Bluff, two days after he allegedly shot another man in the area of Innsbruck Drive and Old 44 Drive, the Redding Police Department said in a news release posted on its Facebook page.

Before the arrest, investigators had received information that Lyons was likely in Red Bluff. Lyons was located and arrested with assistance from the Tehama County Sheriff’s Office Major Crimes Unit.

Police did not say where in Red Bluff the arrest occurred.

Lyons was booked into the Shasta County Jail on suspicion of attempted murder. According to the jail’s website, he was being held without bail on Monday, May 4.

The arrest ended a two-day search that started around noon on Wednesday, April 29, after the shooting near the Shasta County Office of Education building on Innsbruck Drive.

The man who was shot was taken to the hospital where he was treated for non-life-threatening injuries. Police have not released the name of the shooting victim.

Police said they worked with the Shasta County Sheriff’s Office’s new Flock Safety license plate reader system to confirm a Dodge Charger was in the area before the shooting. It also was a vehicle known to police. Investigators later determined that the Dodge had been recently sold to Lyons.

“Surveillance footage from the area showed the Dodge Charger entering Innsbruck Drive shortly before the incident. The footage captured an interaction between the vehicle’s occupant and the victim, followed by the shooting. The vehicle then fled the scene,” Redding police said.  

About a half-hour after the shooting, officers from multiple agencies attempted to make a traffic stop on the vehicle, but Lyons failed to stop and sped away, exceeding 100 mph and driving recklessly to avoid arrest, investigators said.

Lyons’ vehicle was later found abandoned in a heavily wooded area around Oak Run Road, Redding police said in an earlier news release.

Police said Lyons’ long criminal history most recently included a prison sentence for assault with a firearm.

The shooting remains under investigation and Redding Police ask anyone with information to call 530-225-4200.
