Former deputy treasurer gets chairman's nod for Manitowoc County treasurer opening

MANITOWOC – Manitowoc County Board Chairman Tyler Martell has announced the next candidate for county treasurer, Melissa McCulley.

In a letter to Manitowoc County Board members Sept. 9, Martell said he is asking the board to approve McCulley’s appointment to the treasurer position.

McCulley has been employed with Manitowoc County since 2018 as administrative staff for both the Sheriff’s Office and Human Services Department. Then, from 2019 to 2023, she served as deputy treasurer.

According to Martell, he received calls from a litany of her colleagues, supervisors and co-workers, including various town clerks and treasurers, who enjoyed working with McCulley while she was the deputy treasurer.

Martell wrote: “I think the many positive recommendations from people who have worked with her directly says more about her than anything I could say. She is skilled, experienced, kind, energetic and excited to serve the people of Manitowoc County.”

The county board will vote on McCulley’s appointment at its next meeting Sept. 16.

Manitowoc County Board has been seeking candidates to fill the county treasurer’s position through the rest of the term after Jim Brey, who was appointed treasurer July 15, died in a car crash Aug. 12.

The salary for the county treasurer is set at $71,650 for 2025 and will increase yearly, rising to $80,354 in 2028. The position is also eligible for the county’s fringe benefits package, including participation in the Wisconsin Retirement System.

County treasurer is an elected position, but mid-term appointments are made by the Manitowoc County Board of Supervisors. The next election for Manitowoc County treasurer is November 2028.

Brey was appointed after Kathy Reissmann announced her resignation. Her last day in office was July 19.
