TWO RIVERS – The Two Rivers Common Council has paved the way for new apartments at 3000 Forest Ave.
According to plans submitted by Elite Builds Inc. out of Sheboygan, the project includes two three-story apartment buildings with 26 units in each. This housing project is part of the redevelopment of the old Hansen Florist greenhouse complex.

According to Two Rivers City Manager Kyle Kordell this site — at 4.4 acres — is large enough to accommodate density while still providing buffering, parking and green space.
“This is almost identical to what was approved in 2024 except the buildings have been pulled back from the road, landscaping along the frontage has been reduced, and the secondary driveway has been gated and will be used for emergency access only,” he said.
He said the adjacent property owner at Dollar General has requested that no trees or bushes be planted that could protrude into the sight line of that adjacent building but low bushes and flowers are acceptable.
Developer plans are being submitted to the Department of Safety and Professional Services for review of the sprinkler and elevator plans.
“Adding more quality multi-family housing options helps create a healthier and more balanced community,” Kordell said. “It gives young professionals and seniors looking to downsize more opportunities to live in Two Rivers.”
Construction could begin as early as October.
How the Hansen Florist site proposal changed since 2022
Plans were first brought forward in February 2022. At that time, Fox Valley developer Tim Schuelke proposed building three 15-unit buildings on the more than 4 acres of property for a total of 45 apartments. A secondary plan was put forth in 2024.
According to city property tax records, the land is owned by 2 Rivers Real Estate Development LLC.
The current plan calls for a total of 52 units in two buildings with three stories rather than two. Each building will have eight one-bedroom apartments and 18 two-bedroom apartments.
