Two Rivers approves updated plan for 52 apartments on Forest Avenue

TWO RIVERS – The Two Rivers Common Council has paved the way for new apartments at 3000 Forest Ave.

According to plans, the project includes two three-story apartment buildings with 26 units in each. This housing project is part of the redevelopment of the old Hansen Florist greenhouse complex.

Plan changes include greater setbacks, gated emergency driveway and wetlands protection

This week, the council updated plans to set buildings back farther from the road, as well as removed front landscaping and converted a secondary driveway to a gated, emergency-only access — which was approved by police and fire officials. Nearby wetlands also will be protected, according to officials.

Construction could begin as early as October.

How the Hansen Florist site proposal changed since 2022

Plans were first brought forward in February 2022. At that time, Fox Valley developer Tim Schuelke proposed building three 15-unit buildings on the more than 4 acres of property for a total of 45 apartments.

The current plan with developer Quasius Construction, based in Sheboygan, calls for a total of 52 units in two buildings with three stories rather than two. Each building will have eight one-bedroom apartments and 18 two-bedroom apartments.
