An Oklahoma woman pleaded guilty in federal court May 5 to enticing a child for sex after prosecutors say she traveled to Wisconsin to sexually abuse a Neenah teen she met on TikTok.
Randi Cook, 25, of Tahlequah, Oklahoma, was charged Dec. 23 in the Eastern District of Wisconsin with travelling interstate with the intent to engage in a sexual act with a minor, production of child pornography, and coercing or enticing a minor for unlawful sexual activity. She pleaded guilty to the enticement charge May 5 and the remaining charges were dismissed through a plea agreement.
Cook and the minor first met through TikTok in 2024, according to a criminal complaint. The minor was 16 years old and Cook was 24 when the communication first began, the complaint said.
In December 2025, the minor reported sexual conduct with Cook to the Winnebago County Sheriff’s Office. According to the complaint, Cook admitted to investigators that she had sexual contact with the minor twice, once in November 2025 and once in December 2025.
The victim told police she felt manipulated by Cook to continue a relationship and to send sexually explicit videos or photos, the complaint said. The victim said she tried to stop contact with Cook when she first learned that Cook was 24 years old, but Cook continued contacting the victim from at least eight different phone numbers, the complaint said.
The charge Cook pleaded to related to the November incident, according to a plea agreement. On Nov. 7, 2025, Cook procured a motel room and sexually abused the minor, the complaint said.
The plea agreement stipulates that both the prosecution and defense will recommend sentences between 10 and 15 years in prison. Based on the way the agreement was created, U.S. District Court Judge Byron Conway is required to sentence Cook within the stipulated range.
Cook returns to court Aug. 5 to be sentenced.
