Borderland Expressway's second phase construction in high gear

Construction is well underway on the second phase of the Borderland Expressway in Northeast El Paso.

The almost seven-mile second phase will go from Martin Luther King Boulevard, at the New Mexico state line, to Railroad Drive, near the Union Pacific railroad line.

One casualty of the project was the long-time Bowen Ranch, which closed in late 2025 to make way for the highway.

The entire highway will be almost 11 miles long and cost more than $300 million.

It will connect to New Mexico Highway 213, or War Road, at the northwest end, and eventually tie into Highway Loop 375 at Railroad and Transmountain drives at the southeast end, according to information from the Texas Department of Transportation, or TxDOT, which is in charge of the project.

It will provide another route to bypass an often-congested portion of Interstate 10 through the middle of El Paso, and also be a catalyst for new, commercial development in Northeast El Paso.

The first phase, between Dyer Street and Railroad Drive, opened in February 2025 and will become a gateway when the main lanes of the highway are completed in several years.
