NY proposes 4 a.m. bar hours, new permits for World Cup events

Gov. Kathy Hochul on Monday announced a plan to help small businesses and communities host watch parties and fan events during the 2026 FIFA World Cup.

As part of the plan, the New York State Liquor Authority will offer a World Cup One-Day Permit, allowing businesses and event organizers to serve alcohol at off-site events such as fan festivals and public watch parties.

The permit will also allow bars and restaurants to expand service into adjacent outdoor spaces for the duration of the tournament, instead of the current four-day limit.

Push to extend bar, restaurant hours

Hochul is also calling on state lawmakers to temporarily expand operating hours during the World Cup.

If approved, bars and restaurants across New York could stay open as late as 4 a.m. when matches are broadcast live, creating a uniform statewide policy and overriding more restrictive local rules.

Easier application process for events

Organizers can apply for the permits through the state’s existing one-day alcohol event system. Applicants may request up to 12 permits per application, with the option to submit multiple applications for additional events.

State officials said the changes are aimed at reducing red tape and helping businesses take advantage of increased tourism and fan activity during the tournament.

Economic boost expected statewide

The World Cup is expected to draw large crowds and boost local economies across New York, with watch parties, community events and tourism driving spending.

State leaders said the initiative is part of a broader effort to ensure communities statewide can participate in the event while supporting small businesses and maintaining safe alcohol service
