A Mount Vernon husband and wife who own a South Fourth Avenue Jamaican restaurant and grocery are facing tax fraud charges related to their business, the Westchester District Attorney’s Office announced.
Estrado Willis, 45, and Eleanor Willis, 46, owners of Mangoville Meat & Grocery, allegedly failed to pay more than $160,000 in personal state income taxes and sales tax collected by the business over multiple years.

The couple was arraigned in Mount Vernon City Court on March 27 on charges of second-degree grand larceny, third and fourth-degree criminal tax fraud and first-degree offering a false instrument for filing, all felonies. Their arrests were announced by the DA’s Office on April 9.
The charges were not bail eligible. The case has been transferred to Westchester County Court. A lawyer for the couple did not immediately return requests for comment.
The investigation was conducted by the state Department of Taxation and Finance. In tax years 2020 through 2024, the couple allegedly failed to report all of their income on their state tax returns, thereby paying $84,000 less than they were supposed to when required, according to the criminal complaint. They are also accused of not sending the department at least $76,000 of Mangoville’s sales tax receipts from March 2018 through April 2025.
