Man accused of entering woman's apartment, sexually assaulting her in Owego

A Pennsylvania man has been charged with aggravated sexual abuse and burglary after allegedly attacking and sexually assaulting a woman in her Owego apartment.

The Owego Police Department was dispatched at about 6:45 p.m. on June 13 to North Avenue in the Village of Owego for a report of a disturbance.

At the location, an officer observed a man and woman exiting a business. After noticing the woman was visibly distressed, an officer began talking to the couple. During the interaction, the man attempted to flee the area and was apprehended by a second police officer.

Police said the man, who was later identified as 39-year-old Drew Robert Small of Langhorne, entered the woman’s apartment, choked her and stopped her from calling for help by taking her cell phone. Small allegedly entered unlawfully and sexually assaulted the victim before ordering her to leave the building and attempting to take her vehicle against her will.

Small was arraigned at the Tioga County Centralized Arraignment Court and remanded to the Tioga County jail on a $1 million bail bond.

He was charged with second-degree burglary, third-degree burglary, third-degree aggravated sexual abuse and second-degree unlawful imprisonment. Additional charges are currently pending.

The Owego Police Department was assisted by the Tioga County District Attorney’s Office, the Tioga County Sheriff’s Department, the New York State Police Major Crimes Unit, Forensic Investigation Unit, Investigators and Troopers.
