Jesse Genter of Broome County Sheriff’s Office named civil deputy of the year

The chief civil deputy of the Broome County Sheriff’s Office was named the 2026 civil deputy of the year by the New York State Sheriff’s Institute.

The sheriff’s office released a statement on Feb. 24 announcing that the Broome County Sheriff’s Office Chief Civil Deputy Jesse Genter was honored by the non-profit organization after over 20 years on the force.

Genter currently oversees the BCSO Civil Division as one of the longest-serving civil chiefs in New York. He also serves as an instructor for the New York State Sheriff’s Institute’s Civil School, providing training programs for sheriffs’ civil personnel statewide.

The civil division is responsible for numerous services and enforcement of these services, including summonses, income and property executions, evictions, subpoenas, family court papers and orders of protection. These matters are received from Broome County Courts, attorneys and residents.

In the statement, New York State Sheriff’s Institute Executive Director Chris O’Brien said Genter is known statewide for “his knowledge and expertise.”

“His role requires perfection and an incredible amount of knowledge,” O’Brien said. “He’s been a valuable partner over the years, performing operational audits across the state and frequently serving as an advisor to the Sheriff’s Institute on civil operations and policies.”

Broome County Sheriff Fred Akshar and Broome County Undersheriff Sam Davis said in a joint statement there has “never been a question of trust” when it comes to Genter’s expertise and ability.

“We trust that he’s doing a great job, taking care of his team and taking care of his students by teaching them the right way to administer their duties,” Akshar and Davis said. “Time and again, that trust has been affirmed. We sincerely appreciate his work and his crucial role to the success of the Broome County Sheriff’s Office.”

Genter said he takes “great pleasure” in teaching deputies “how to be safe, how to be respectful and how to do the right thing.”

“You’re never wrong to do the right thing,” Genter said. “The Sheriff’s Institute is a great organization, they’ve always let me do my thing and trusted me to do it well. Sheriff Akshar and Undersheriff Davis and our Civil Division have been amazing and I’m proud to be a part of this team.”
