Woman arrested again after refusing to leave Shasta County meeting

The Redding woman who was convicted in December of disturbing a Shasta County Board of Supervisors meeting in 2024 was arrested again on Tuesday during a special board meeting.

Jenny O’Connell-Nowain was handcuffed and escorted out of the supervisors’ chambers by two Shasta County sheriff’s deputies after being warned more than once by board chairman Supervisor Chris Kelstrom.

“If you want to stand, you can go to the back of the room. You’re blocking people’s views from behind you,” Kelstrom told O’Connell-Nowain, who was sitting in the front row, holding a sign calling for Registrar of Voters Clint Curtis to resign.

Supervisors were meeting to consider a censure of Curtis.

In response to Kelstrom, O’Connell-Nowain said, “You told me that that was my last warning, so I’m waiting for my arrest.”

Kelstrom said he did not say he was going to arrest her before asking her if she would like to leave the meeting.

He then asked O’Connell-Nowain to leave the meeting two more times before he said, “Are you sure you want to do this, Jenny?”

Moments later, O’Connell-Nowain was handcuffed by the deputies.

On Dec. 18, was found guilty of disturbing a November 2024 supervisors meeting. The jury was deadlocked on a separate count that she delayed a peace officer’s professional duty. The Shasta County District Attorney’s Office said it will not retry her on the delaying a peace officer count.

O’Connell-Nowain ended up serving house arrest.
