Newly released footage from an Oxnard Police officer-involved shooting on June 17 shows the aftermath of a scuffle that left a 28-year-old Oxnard man hospitalized after being shot in the leg.
The Oxnard Police Department released a video on the department’s YouTube channel on July 14 that included body-worn camera footage from three officers, including Officer David Raney, who fired at the 28-year-old.
Raney was placed on administrative leave following the shooting, and he has not been involved in other officer-involved shootings, said police Chief Jason Benites in the video. Raney has been employed by the Oxnard Police Department since 2020 and was previously employed by the San Francisco Police Department.
The Ventura County District Attorney’s Office and Oxnard police detectives are investigating the incident and Raney’s actions.
Around 4:50 a.m. on June 17, an Oxnard police officer attempted to stop the Oxnard man who was driving near Magnolia Avenue and C Street after recognizing the vehicle as one involved in an incident earlier in the month, according to a police department news release.
The 28-year-old led police on a pursuit after failing to stop, ultimately ending when the man crashed his car into an officer’s patrol vehicle in the 3400 block of Neap Place, police said.
The video released on the police department’s YouTube channel starts with an introduction by Benites and commentary by Assistant Chief Rocky Marquez.
The first body-worn camera perspective is that of Raney and opens with him driving in his patrol vehicle just moments before the crash.
Raney’s camera captures the moment of the collision with the officer saying, “Car just rammed me.”
Raney then exits the patrol car and chases the 28-year-old down the street before the suspect jumps the fence, leaving the officer to bust through a panel of a fence. His camera appears to drop to the floor near the fence. It lies there while the officer catches up with and confronts the 28-year-old.
The confrontation is not seen, but Marquez narrates what reportedly happened, saying that the suspect punched Raney and attempted to take his firearm from its holster.
A shot can be heard from the downed camera, followed by yelling. Shortly after, two officers can be seen entering through the same gap in the fence Raney went through.
The next perspective is of Officer Christian Mancilla, who exits his vehicle and begins to look for Raney, and is heard yelling, “Raney, where you at?” Mancilla appears to hold a rifle.
Mancilla and other officers are seen looking around the street before he runs toward the house Raney is located.
Mancilla goes through a gap in the fence and calls to other officers saying “over here, over here” before reaching the back yard along with several other officers.
Officers crowd around a shirtless man on the ground and confirm he is the 28-year-old and that he has been shot in the leg, while others check on Raney.
The last perspective is of Officer Andy Nuñez and opens with him driving a patrol vehicle while someone says “shots fired” on the police radio in his vehicle.
Nuñez then exits his vehicle and runs to a house with another officer ahead while saying, “I’m with you, I’m with you,” before they both jump the fence into the backyard.
The officers reach the backyard with Raney and the suspect along with other officers. Nuñez checks on Raney and asks him, “where you hit, where you hit?” while Raney assures Nuñez that he is “good.”
Nuñez then checks on the handcuffed man and says, “I think he’s shot,” before officers roll him over on his back, revealing a wound covered with blood on his left upper thigh.
Nuñez says, “I got a tourniquet,” and begins to unwrap it while the 28-year-old lies screaming.
The video then cuts to Marquez narrating the rest of the police investigation.
Marquez said there was a woman in the passenger seat of the vehicle that the 28-year-old was driving, and she had an active restraining order against the man.
The 28-year-old was treated at the scene and transported to a hospital, where he was later medically cleared and booked into Ventura County jail, Marquez said.
On June 23, the 28-year-old pleaded not guilty to evading an officer and denied seven special allegations, including that the crime involved great violence, according to Ventura County Superior Court records.
His preliminary hearing is scheduled for July 23.
Court records also indicate someone with the same name was convicted of second-degree robbery in 2016.
He remains in custody at county jail, with bail set at $130,000, according to jail records.
