The Dutcher boutique hotel moves forward at former Douglas City Hall

The proposal to establish a boutique hotel inside the former Douglas City Hall has earned unanimous approval from planners, who advanced the project pitched as a “breath of fresh air” on July 9.

The Douglas Planning Commission granted special land use approval to David Isljamovski of 1857 Hospitality Group, who intends to convert 86 W. Center St. into the Dutcher Hotel.

Isljamovski is planning six hotel rooms on the second floor, with a lobby, bar/lounge and event space on the first floor. The event space would accommodate small weddings, gatherings and community events, supported by a catering kitchen.

The proposal also includes a rear addition, an expanded deck, a front patio and new exterior stairs.

According to Planning and Zoning Administrator Sean Homyen, a timeline for construction hasn’t yet been submitted. More than 10 public commenters voiced support for the project July 9.

Commissioners also backed the plan, but raised concerns about lighting and parking as additional projects are approved in Douglas. They ultimately greenlighted the request with conditions, including site plan revisions based on their feedback.

The site’s redevelopment follows approval from Douglas City Council in December to sell the building for $515,000. The structure, built in 1875, had been listed for $599,900.

Officials also approved a restrictive covenant agreement in August, requiring the purchaser to preserve the building’s historic appearance and obtain approval before any demolition.
