PANAMA CITY — A man accused of murder who fled authorities in Panama City was apprehended.
A release from the Panama City Police Department says officers responded to a reported shooting at 4:04 a.m. on July 11 at the 3700 block of West 21st Street in Panama City.
Officers found a dead man inside the home with multiple gunshot wounds. PCPD says they determined that Preston Marquise Roulhac, 31, had unlawfully entered the home of his ex-girlfriend. Authorities say that Roulhac had shot the man multiple times before attempting to shoot his ex-girlfriend as she escaped.
Roulhac is said to have fled the scene in a 2023 Chrysler 300. Authorities say they were able to use Flock Safety camera technology to determine he was traveling north on State Road 390 through Lynn Haven.
The release says that Roulhac crashed the vehicle near Alaska Circle and SR 390 and then ran.
PCPD and the Lynn Haven Police Department posted updates to Facebook asking the public for assistance in locating Roulhac at 6:10 a.m. A 10:10 a.m. update from PCPD announced that he was in custody.
A Bay County Jail inmate lookup shows that Roulhac faces charges of fleeing and eluding police with disregard to public safety, homicide murder while engaged in burglary, and homicide specific felony committing an act that could cause death.
If convicted on the most serious charge, Roulhac could face a maximum sentence of life in prison under Florida law.
Roulhac is being held without bail.
The PCPD thanked the Bay County Sheriff’s Office, LHPD, and the Florida Highway Patrol for their assistance in the case in their July 11 release.

Roulhac’s arrest affidavit has yet to be filed in the Bay County Clerk of Court as of July 13 at 11 a.m., so more details could become available later. Authorities have yet to identify the victim.
