Man dies after being struck by 18-wheeler in Cisco

An 18-wheeler was unable to avoid fatally striking a 52-year-old Mineral Wells man found laying in the middle of a Cisco road April 15, the Texas Department of Public Safety said in a media release.

Shortly before 12:42 a.m., Franklin Wayne Miller was struck by a 2014 Peterbilt 388 truck tractor traveling on the north service road along Interstate Highway 20, the DPS said.

The driver, Robert Foster, 48, of Krum and his passenger, Cobey Blanton, 30, of Hallsville, were uninjured, the DPS said.

A preliminary DPS investigation found weather conditions were clear and the roadway dry as the 18-wheeler traveled eastbound on the north I-20 service road.

About a mile east of State Highway 6 in Cisco, the driver didn’t see Miller laying in the road and subsequently struck him, the DPS said.

Miller was pronounced dead at the scene by Eastland County Justice of the Peace Jon Glenn, the DPS said.
