New Windsor man who fled to Philippines enters plea for 2020 rape charge

A New Windsor man pleaded guilty Nov. 14 in Orange County Court to a charge of rape dating back to May 2020.

Orange County District Attorney David Hoovler announced Dominic Mamaat, 46, of New Windsor, pleaded guilty to first-degree rape, a felony.

According to Hoovler, Mamaat was charged in May 2020. In October 2020, he fled the jurisdiction.

The Town of New Windsor Police Department, assisted by the FBI Hudson Valley Safe Streets Task Force and the Department of Homeland Security, worked to locate Mamaat, who was found in the Philippines.

In August 2025, they secured his return to Orange County to answer the charge.

At his plea proceeding, Mamaat admitted that in May of 2020, he engaged in sexual intercourse with a person by forcible compulsion.

Hoovler said when Mamaat is sentenced on Feb. 4, 2026, the people will recommend he be sentenced to 20 years in state prison, to be followed by 20 years of post-release supervision.

Mamaat also will be registered as a sex offender.

His attorney, Brandon Ozman, could not immediately be reached for comment.

“Justice, in the form of the police and prosecutors, will seek out and find those responsible for reprehensible and violent crimes in Orange County,” Hoovler said in a statement released by his office. “This case demonstrates the power of the cooperation between and amongst local, federal and international law enforcement agencies. This violent sexual offender was unable to escape punishment despite his best efforts to abscond from the long arm of the law.”
