Driver who fled fatal Licking County tractor crash taken into custody

An Iowa man who fled the scene of a fatal crash after rear-ending a man riding a tractor in Licking County has been taken into custody.

Allen Kissell, 77, of Newark, was driving an International Harvester model 584 tractor northbound on State Route 79 at mile marker 7 near Hebron at 6:38 p.m. on April 15 when the driver of a northbound Chevrolet Silverado failed to maintain assured clear distance and struck Kissel’s tractor, the highway Ohio State Highway Patrol said. The Chevrolet went off the right side of the road and struck a curb.

Kissell was transported to Licking Memorial Hospital, where he was later pronounced dead.

The Chevrolet’s driver, identified as Derek Baldwin, 52, of Des Moines, Iowa, then fled the crash on foot, the highway patrol said. Baldwin was taken into custody on the evening of April 16 thanks to a tip provided to the Heath Police Department, the highway patrol said.
