Columbus police release identity of man shot, killed by officers

Columbus Division of Police dashcam video shows a male suspect who fled a Linden area traffic stop shot at officers moments before they shot and killed him April 29.

Multiple officers shot and killed 39-year-old Chantez Loury after he shot at them, twice hitting one officer in the legs, Chief Elaine Bryant said during a May 1 news conference. Records released by police at the press conference show Loury with addresses in Westerville and Warren, Ohio.

Loury was serving three years of parole and had a warrant for his arrest at the time of the shooting. He was released in August after serving seven years in prison on a felonious assault conviction.

Bryant said Loury had an extensive criminal history, including numerous drug trafficking charges, weapons charges, multiple assault charges, and an attempted murder charge.

Mayor Andrew Ginther, who spoke at the May 1 news conference, said Loury was a career criminal.

“We know these types of crimes are committed by only a small percentage of the residents that live around this community. This individual, in particular, appears to have been a career criminal. But we will not allow that small number to destroy our collective sense of safety and security,” Ginther said.

What led to the April 29 Columbus police shooting in South Linden?

Officers tried to pull a vehicle over for an undisclosed traffic violation at Hamilton and Minnesota avenues in North Linden just before 7:20 p.m. April 29, Bryant said.

Video footage shown at the news conference shows officers following a white SUV before it speeds away. The vehicle did not stop and fled from officers, who lost sight of the vehicle. The officers aired a description of the vehicle and continued to search the area, Bryant said.

Officers found the unoccupied vehicle at 7:29 p.m. behind a home in the 1100 block of East 18th Avenue. Other officers found Loury, who matched the description of the suspect, walking near 16th and Hamilton avenues, Bryant said.

At 7:32 p.m., officers near 15th and Hamilton avenues instructed Loury to come to them, when he drew a handgun and fired multiple shots, Bryant said.

One officer was shot twice, including once high in the upper leg, striking a femoral artery. Multiple officers returned fire, Bryant said, and Loury was shot.

Bryant did not share how many times Loury was shot or how many shots were fired, saying it was too early in the investigation. Four officers were involved in the shooting, Bryant said.

What happened to the officer who was shot?

Brian Steel, president of Fraternal Order of Police Capital City Lodge No. 9, later said fellow officers saved the officer’s life by applying a tourniquet, rushing him to the OhioHealth Grant Medical Center emergency department and carrying him inside.

Bryant did not provide a timeline for the injured officer’s recovery at the news conference.

“We’re still praying for him, the officer, making sure that the recovery time is whatever it needs to be. We’re going to be here to support; we’re going to make sure that we do everything that we can to get this officer back. Right now, we’re focused on the officer’s recovery,” she said.

Officers began giving medical aid to Loury at 7:33 p.m., and he was taken to the Grant Medical Center at 7:37 p.m., Bryant said. Loury died at 8:43 p.m. at the hospital.
