A 1999 Hornell High School graduate and former administrator in the city school system has been named the new superintendent of a Cattaraugus County public school district.
Hinsdale Central School announced the appointment of Scott Carroll as its new school chief in a May 12 new release after a unanimous vote of the board of education.
Carroll, currently a counselor and home school liaison for Cattaraugus-Allegany BOCES, begins his new job on July 1, the district said in the announcement. Contract terms were not announced.
According to the New York state Department of Education, the rural school district has an enrollment of approximately 370 students.
“I am both humbled and honored to be named the next superintendent of Hinsdale Central School District,” Carroll said. “It will be a privilege to serve as the leader of Bobcat nation. I look forward to meeting students, families and staff − building relationships, and continuing to strengthen community trust and engagement.”
Carroll served as an assistant principal in Hornell beginning in 2012 before being named Hornell High School principal in 2015.
During his time in Hornell he also held the positions of athletic director and dean of students.
Carroll began his educational career in 2006 as a school counselor with the Avoca Central School District. He also served as Avoca’s academic services coordinator and athletic director.
Carroll returned to Avoca as the high school principal in 2022. In 2024, he was appointed as the school business official in the Geneseo Central School District, where he was responsible for the district’s fiscal and facilities management and civil service personnel operation.
Carroll earned a bachelor of arts degree in journalism and mass communication and a master of science degree in education with a concentration in school counseling from St. Bonaventure University. He received a Certificate of Advanced Study in Educational Leadership from Alfred University in 2010 and earned a Certificate of Advanced Study and New York State certification as a School Business Leader from SUNY Cortland in 2024.
Carroll lives in Hornell with his wife Maureen and the couple’s three children.
“The board is delighted to welcome Mr. Carroll to Hinsdale as our new superintendent,” Board of Education President Nanci Hurlburt said. “He has a strong vision of effective schooling and a passion for building relationships with students, staff and the school community.
“He brings years of successful school leadership experience and his sound understanding of fiscal and facilities management will be critical to our community in the years ahead. We believe these traits will make him a valuable asset as we continue our quest to provide high quality education for the Hinsdale community in the future.”
The board selected Carroll after a selection process that began with the screening of applicants and selection of four candidates for interviews by the board and a community focus group, the school district said.
Carroll succeeds former Hinsdale Superintendent Tiffany Giannicchi, who was appointed superintendent of the Ellicottville Central School District in December 2025.
