Earlier this year, the Metropolitan Transportation Authority began charging a $9 congestion pricing fee for lower Hudson Valley and New Jersey commuters who drive into Manhattan below 60th Street.
This is especially hard on commuters who live in Rockland County — a mass transit desert with only limited bus service and more than a sone-seat ride into Manhattan.
The George Washington Bridge toll and the congestion pricing fee amount to double taxation.
This is even more of an unfortunate situation because of the following facts:
Dr. Floyd Lapp, FAICP, has 65 years of experience in city, regional and transportation planning. He served as New York City Planning’s transportation director from 1991 to 2000 and was an adjunct faculty at Columbia University from 2003 to 2018, where taught courses on transportation.
