A bipartisan majority of Iowa House lawmakers voted to ban the use of eminent domain for carbon capture pipelines, although the bill is likely to face hurdles in the Iowa Senate.
Representatives voted 64-28 on Wednesday, Jan. 21, to pass House File 2104, with both Democrats and Republicans in favor and opposed.
The legislation bans the use of eminent domain for the construction, operation or acquirement of right-of-ways for any pipeline with the primary purpose of transporting carbon dioxide.
Republicans are seeking agreement on eminent domain after Gov. Kim Reynolds last year vetoed a bill aimed at restricting eminent domain use for carbon capture pipelines and other infrastructure projects.
She said that legislation was too broad and would have harmed Iowa’s economic development.
