Richmond man charged with dealing meth, cocaine

RICHMOND, IN — A Richmond man faces a pair of dealing charges after city police reported finding meth and cocaine in his garage.

James Bryan Black, 45, is charged in Wayne Superior Court 2 with dealing in meth, a Level 2 felony carrying up to 30 years in prison, and dealing in cocaine, a Level 4 felony with a maximum 12-year sentence.

An affidavit indicated police in mid-May had been monitoring Black’s South 13th Street home for drug-related activity and reported “multiple subjects were observed visiting Black’s residence for a short period of time.”

“The volume and frequency of this foot traffic, combined with the short stay durations, were indicative of activity consistent with the sale and distribution of illegal narcotics,” an officer wrote.

On May 14, city officers and Wayne County sheriff’s deputies accompanied a probation officer on a visit to the home of Black, who was “actively on probation.”

The probation officer reported Black was wearing a GPS tracking device, which indicated he spent a significant amount of time in and near his garage.

Officers reported observing a golf ball-sized bag of what was believed to be meth, along with “multiple clear plastic baggies,” on a bed in the garage.

They then obtained a warrant to conduct a full search of the property and reported finding other bags containing about 20 grams of meth and a smaller amount of cocaine.

Also seized were items including glass smoking devices, leading to a misdemeanor count of possession of paraphernalia also being filed against Black.

The Richmond man, released from the Wayne County Jail after posting a $27,500 bond, has received an Oct. 5 trial date.

His record includes convictions for battery, criminal recklessness, disorderly conduct, driving while intoxicated, escape, maintaining a common nuisance, public intoxication, resisting law enforcement and theft.
