Fillmore 134-home project mixes market‑rate, affordable homes

With sunny 95 degree weather and orange and white balloons floating overhead, officials broke ground on a 134-home development in Fillmore with 20 affordable units during a ceremony.

Kyle Milano, president of the Southern California Division of developer Williams Homes, said of the 20 affordable units, 16 will be attached Accessory Dwelling Units.

There would also be two detached single-family homes and each of those have a standalone ADU that is also deed-restricted to be affordable if the owner decides to rent it out, he said. 

“What we’re trying to do ultimately is we’re trying to trim as much out of our overall project budget as we can and we’re wrapping up some of that exercise now with the idea to bring these homes to market at an obtainable price as much as we’re able to,” Milano said.

Market-rate pricing could range from the high $600,000s to mid-$800,000s, but pricing is still being finalized, said Cassy Boss, corporate marketing manager for Williams Homes, in an email after the March 18 ceremony. The affordable homes plan to have a lower price range, Boss said.

Construction will start in early April, Milano said.  The homes are scheduled to go on sale late April and start selling into May. 

The development, called Creekside, has an address of 1020 B. Street but is on vacant land west of Goodenough Road and north of B Street. 

“Today is more than just the start of a construction project, it represents growth and investment in the future of Fillmore,” said Mayor Albert Mendez in prepared remarks at the event. 

Mendez said the development will bring new families, new neighbors and new opportunities to strengthen the local community. 

Lance Williams, chief executive officer for Williams Homes, said the project cost about $100 million.

“It’s a big deal,” he said. “The setting can’t be beat.” 

The property was purchased in 2019 and Williams Homes partnered with city staff, Planning Commission and City Council to figure out a design and plan that all agreed on, Milano said. 

The plan and tentative map was approved in mid-2024 and they’ve worked with city staff members since then, he said.
