The city of St. Clair has been awarded a $375,000 grant through the state of Michigan’s Transportation Economic Development Fund to reconstruct a significant segment of Clinton Avenue.
The city council voted unanimously at its regular meeting Dec. 1 to adopt a resolution approving a contract with the Michigan Department of Transportation for the milling and resurfacing of Clinton Avenue from Fred Moore Highway/Sixth Street west to Carney Drive.
The project will include concrete curbs and gutters and curb ramps, “together with necessary related work.”
The overall project is estimated to cost $552,650 and the city will contribute the $177,650 not covered by the grant. Those costs include preliminary engineering, construction engineering and inspection, and maintaining a right-of-way during the work.
“This resolution approves the contract with MDOT that will be expending a grant received of $375,000 by the city for the milling and concrete curb and gutter replacement on Clinton from Fred Moore Highway/Sixth Street to Carney Drive,” said City Manager Steve Duchane, as heard on the recording of the council meeting posted on YouTube.
Duchane is the Street Administrator for the city, and the resolution authorizes him to execute the contract on behalf of the city.
The city will be responsible for the plans, specifications and cost estimates for the work. It will advertise for contractors, evaluate the bids and award the contract for the work. The city will ensure that the contractor does discriminate against employees or applicants for employment based on race, color, religion, national origin, age, sex, height, weight or marital status in accordance with the Elliott-Larsen Civil Rights Act of 1976.
Among other things, the city will comply with Natural Resources and Environmental Protection Act of 1994 to control soil erosion and sediment runoff along the avenue.
MDOT will conduct a final acceptance inspection of the project to ensure that it meets state requirements.
The project is slated for 2026.
