Rockford green lights 350-unit apartment complex

ROCKFORD, IL — A mixed-use development on the outskirts of Rockford University anchored by an up to 350-unit market rate apartment complex was approved June 1 by members of City Council.

It is hoped the development will make a small dent in a city housing shortage while providing new housing and shopping options for Rockford University students, staff and faculty.

Located south of Rockford University and east of the Puri School of Business in the 5300 block of East State Street, the development promises to “combine new shopping and dining opportunities with a modern and desirable style of apartment living.”

City officials unanimously approved a special use permit for the apartment complex and three commercial buildings. It would be located on three parcels that together total 13.3 acres.

The four-story apartment buildings would be built around an outdoor courtyard. There would be one and two-bedroom options and plans show a rooftop deck. There are also plans for lower level parking and common areas on each residential floor.

“I’m super excited about this development on east state street,” Ald. Tamir Bell said. “I am confident it will attract more students to Rockford University, also those coming into our community and those who might want to downsize and move into those units.”

Each apartment would have its own deck or balcony. The apartments would be built around an outdoor courtyard with open space. Rents would range from $1,500 to more than $2,000, officials said.

A Rockford housing study conducted in 2024 found that Rockford needs to plan for an additional 3,000 to 9,000 units of housing over the next decade to keep pace with demand.
