No bond for 2nd woman accused in wreck that killed Flagler official

A Deltona woman charged in a hit-and-run crash that killed three people last year, including the Flagler County deputy administrator and his wife, will remain locked up in jail as her case moves through the court system.

Alisa Lee Montalvo, 47, of Deltona, was charged with three counts of leaving the scene of a crash with death, three counts of vehicular homicide, one count of reckless driving causing serious bodily injury, and one count of tampering with evidence, according to a charging affidavit.

Montalvo has been held at the Volusia County Branch Jail without bond since her arrest on May 22.

Circuit Judge A. Kathleen McNeilly ordered May 29 that Montalvo be held in pretrial detention and will remain in jail without bond.

Montalvo was arrested after the case took a turn with the release of a woman originally arrested by the Florida Highway Patrol.

Earlier on May 22, 7th Circuit State Attorney R.J. Larizza’s office declined to file charges against Lindsey Brooke Isaacs, the Palm Coast woman FHP said originally caused the wreck. Isaacs spent 13 days in jail before she was able to bond out.

The crash happened about 9:53 p.m. on Oct. 4, 2025, on eastbound Interstate 4 near DeBary.

Montalvo was driving a maroon Dodge Durango which struck a motorcycle, causing the motorcycle to go off the highway and hit a tree. The Durango then went out of control and veered left, hitting a Ford Focus and causing it to hit the median guardrail. The Focus reentered the highway and collided with a Honda Pilot, the motion stated. Both the Focus and the Pilot then went off the road and crashed into a line of trees, killing the Pilot’s occupants.

Flagler County’s deputy administrator, Jorge Salinas, and his wife, Nancy, were in the Honda Pilot and died in the crash.

The motorcyclist, Joaquin Deno of Deltona, was also killed.

Montalvo did not remain on the scene and then tried to conceal evidence of the crash, according to the motion.

Even though Montalvo’s Durango was fully insured she did not file an insurance claim. She instead paid an Altamonte Springs man to replace both driver’s side doors and a panel on the Durango. She also paid him to put new tires on the Durango. The Durango’s curtain airbag had also been unbolted/removed and the seat airbag was stuffed back into the seat.
