Upon arrival, officers located a single male occupant in the driver’s seat of the vehicle. He was pronounced dead at the scene by emergency medical personnel. The driver has been identified as 21-year-old Anthony Cruz, who was not a student at the university.

Based on the preliminary investigation, Cruz was traveling westbound on Knoxville Avenue at a high rate of speed when the vehicle struck a reinforced brick wall surrounding a dumpster enclosure on the northeast side of the Texas Tech University System Administration Building.

Other factors contributing to the crash were not immediately clear as the investigation is ongoing.
