Sangamon County Board member pleads guilty to reckless driving

SPRINGFIELD — A Sangamon County Board member who was arrested for driving under the influence of alcohol in 2024 pleaded guilty in Sangamon County court to reckless driving on Jan. 30.

Kevin B. McGuire, 41, was cited for DUI on Oct. 1, 2024. According to a Springfield Police report, McGuire admitted to an officer that he had been drinking.

McGuire refused a breathalyzer.

McGuire initially pleaded not guilty to the charge. A special prosecutor was brought in to handle the case because of the conflict of interest.

Associate Judge Rudolph Braud sentenced McGuire to one-year conditional discharge and fines and fees associated with it.

If McGuire meets specific conditions over the next year, then the conviction isn’t recorded.

McGuire is the son-in-law of Bill Houlihan, the Sangamon County Democratic Party chairman.

McGuire represents the 28th district of Sangamon County, which includes the inner city and the Historic West Side and was first elected in 2024. He is also a precinct committeeman.

McGuire serves on the civil liabilities, zoning and land usage and liquor committees.
