'I remain frustrated.' Head of RCSD shares concerns over staff not getting paid correctly

Multiple unions will rally together Sept. 25 at the RCSD Central Office on behalf of 6,000 RCSD employees experiencing persistent, disruptive issues with getting paid.

The payroll issues began when the district transitioned on July 2 from PeopleSoft to Oracle, a platform that supports the district’s financial, human capital and technology operations.

Despite working with Superintendent Eric Jay Rosser on resolving this situation, Adam Urbanski, president of the Rochester Teachers Association, demands more action to be taken as more workers and families are impacted by this issue.

District superintendent on payroll RCSD issues

Here is a media statement from RCSD Superintendent Rosser on continued payroll issues:

“Despite progress in some areas, I remain frustrated that payroll issues continue to surface and affect our employees. These challenges are unacceptable and must be addressed expeditiously.

District leadership is actively engaged in strengthening payroll operations. This week, we brought on additional outside experts to ensure that those employees who have been impacted are compensated as early as possible and to address the systemic problems that serve as the root causes of our payroll issues. We continue collaborating closely with our union partners to identify and resolve problems, while also engaging with our Oracle consultants, other school districts experiencing similar issues, and state officials to ensure that solutions are comprehensive and sustainable.

I fully support the actions of our collective bargaining units as they advocate for District employees. I stand in solidarity with them to meet the needs of every staff member who has been impacted. The District’s top priority is to ensure every employee is paid accurately and on time. Until that is consistently achieved, we will continue to devote all available resources to resolving these issues.”

School Board addresses payroll issue in Rochester

Board of Education President Camille Simmons issued a statement Sept. 25:

“The Rochester BOE stands with RCSD employees, as timely and accurate compensation are basic employment expectations.

We support the Superintendent and his team, as they continue to navigate the Oracle challenges, with many of them being outside of their control. Inheriting a decision made prior to his tenure I’m sure has not been easy, but the dedication and demonstrated commitment toward finding a solution ,that has made a significant difference in the progress made . Employees deserve timely and accurate pay, and decisions will need to be considered to ensure that happens. I am also confident that the official external audit called for by the BOE on September 2, 2025, will provide additional details and answers.”
