San Angelo man indicted on manslaughter charges

A San Angelo man has been indicted on two counts of manslaughter and four counts of aggravated assault with a deadly weapon, court records show.

A Tom Green County grand jury handed down an indictment against Shelton Bailey McDonald on Aug. 13 in the 340th District Court, court records show.

McDonald, 29, of San Angelo was being held Tuesday in the Tom Green County Jail on $300,000 in total bonds, online jail records show.

The indictment alleges McDonald caused a deadly crash by running a stop sign.

McDonald is charged with manslaughter in connection with the deaths of Rudy Ramos, 41, and Destiny Sanchez, 10, in connection with a crash in 2024, according to the indictment.

The aggravated assault charges are in connection with Ramos, the 10-year-old girl and two others involved in the wreck.

All of the charges are second degree felonies punishable by two to 20 years in prison.

Anyone charged with a crime is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Two people, including a 10-year-old, were pronounced deceased after a crash just outside of San Angelo on Oct. 31, according to the Texas Department of Public Safety.

The three-vehicle crash happened at the intersection of U.S. Highway 87 and March Road between Grape Creek and San Angelo, the DPS said in a media release. McDonald was driving a 2022 Ford F-250 truck.

Ramos of San Angelo was driving a 2020 Chevrolet Spark SUV with passengers Annie Puga, 30, as well as the 10-year-old girl, a 9-year-old boy and a 5-year-old boy, the DPS said.

Rosendo Zapata, 42, of San Angelo was driving a 2024 Toyota Tundra truck, the DPS said.

The preliminary crash investigation revealed that Ramos and Zapata were traveling northbound on U.S. Highway 87, approaching the intersection of March Road, the DPS said.

McDonald was traveling westbound on March Road approaching U.S. Highway 87 and disregarded the stop sign and entered the highway, according to allegations in a DPS media release. As a result, McDonald’s Ford truck struck the passenger side of Zapata’s Toyota truck, and Ramos’ SUV struck the driver’s side of McDonald’s truck.

Ramos and the 10-year-old girl were pronounced deceased by Tom Green County Justice of the Peace Stacye Speck, the DPS said.

Zapata and McDonald had no injuries, the DPS said. All other passengers in Ramos’ vehicle had minor injuries and were transported to Shannon Medical Center.
