Wichita Falls city manager hands in resignation

The city of Wichita Falls accepted the resignation of Jeff Jenkins as city manager, according to a post on the city’s Facebook page Tuesday afternoon.

It said the resignation is effective Sept.1.

“Mr. Jenkins will be pursuing other professional opportunities following his departure from the City,” the post said.

The post did not elaborate on Jenkins’ departure.

Deputy City Manager James McKechnie will assume the responsibilities of city manager while the City Council determines next steps, the post said.

Jenkins was not present at Tuesday’s City Council meeting. McKechnie was in his place instead.

Jenkins was hired June 9, 2025, to replace longtime city manager Darron Leiker, who was forced to resign in July 2024. Jenkins was chosen from five finalists for the job.

His departure marks the latest in a series of turnovers in top positions in the city in about 19 months.

John Burrus, former director of aviation, traffic and transportation, sued the city on Oct. 28, 2025, claiming he was fired on Jan. 31 due to age discrimination.

Fire Chief Donald Hughes retired in February 2025 after serving less than two years in the top post.

Terry Floyd, director of development services for six years, left the city in November 2025.

Longtime police Chief Manuel Borrego retired abruptly Feb. 2, 2026, during a controversy over an arrest of a woman by two Wichita Falls police officers.

Jenkins, who received degrees from Midwestern State University, had previously served as assistant city manager in Broken Arrow, Oklahoma. Immediately prior to being hired by the city, he had been deputy city manager of Taylor, Texas, population 17,337.

He was paid a base salary of $278,000, according to the city.

City manager is one of four city positions hired by the City Council. The other posts are city attorney, city clerk and municipal judge.

Consideration of those positions were included in Tuesday’s closed-door executive session agenda.
