An 18-year-old driver is accused of being intoxicated in a single-vehicle crash that killed his passenger in Central El Paso near the Cassidy Gate to Fort Bliss, police said.
El Paso police arrested Jose Angel Hernandez Gallegos, of Bryant, Texas, on charges of intoxication manslaughter with a vehicle and intoxication assault with a vehicle, a news release by Detective Judy Oviedo, a police spokeswoman, stated on Monday, Aug. 17.
About 2:15 a.m. on Sunday, Aug. 16, Hernandez was allegedly driving a 2014 Chevrolet Silverado at a high speed on Gateway North Boulevard when he lost control and slammed into a traffic signal pole at Cassidy Road, police reported.
A passenger, Cesar Chavez Guillen, 33, of El Paso, died in the crash at the scene. Another passenger, Adolfo Chavez, 28, was taken to a hospital in unknown medical condition, police spokesman Officer Adrian Cisneros said in an email.
Hernandez, who was injured and has a purple eye bruise in a jail booking photo, was arrested after an investigation by the DWI Task Force and the Special Traffic Investigations Unit, police said.
Hernandez is held on a total bond of $150,000 at the El Paso County jail in Downtown, according to a jail log.
There have been 37 traffic-related deaths in El Paso this year, matching the same number in the same period in 2025, according to Police Department statistics.
