Additional details on the redevelopment of the former Riverside Hotel in Rochester have been revealed in planning documents from a site plan review on April 28.
The plan calls for 123 hotel guest rooms and 171 residential apartment units, as well as retail, restaurant and event or banquet space. The onsite parking would include 178 spaces for the apartment units and 228 for the remaining uses.
The building’s exterior should remain largely intact, with window replacements and repair and painting of the building exterior. The mixed-use hotel is located within the Four Corners National Historic District, which means renovations must follow federal guidelines – though it makes the structure eligible for state and federal historic tax credits. The project received approvals from the state Historic Preservation Office and National Park Service in March.
The hotel is also adjacent to the second phase of the Genesee Crossroad Park, which runs along the west side of the building. The second phase is primarily a trail connection to East Main Street from phase one, located north of the hotel.
Most of the details were included in a letter of intent from Ellicott Development, the firm founded by Buffalo real estate developer and former gubernatorial candidate Carl Paladino.
Plans in 2024 called for 133 hotel rooms and 161 one and two-bedroom apartments, including 32 units for low-income households. Monthly rent was expected to range from $943 to $1,307 for tenants earning no more than 60% of the area median income.
At the time, the total project cost was estimated at $61 million, with New York state expected to contribute about $7 million to support the ROC the Riverway initiative.
