A $1.2 million funding boost is going toward 14 projects to improve accessibility, especially for seniors and those with special needs, address infrastructure needs and expand affordable housing options in Dutchess County.
Dutchess County Executive Sue Serino announced this funding from the county’s 2026 Community Development Block Grant and HOME Investment Partnerships Program on Aug. 14.
Both programs are federally funded by the U.S. Department of Housing and Urban Development.
CDBG funds specifically support community development and activities that benefit low- and moderate-income people, neighborhoods and communities, according to the county. The HOME Investment Partnerships Program works to create affordable housing options for low-income households.
CDBG Municipal and HOME applications are accepted annually by the Dutchess County Department of Planning & Development, while CDBG Public Service applications are accepted biennially.
The Dutchess County Community Development Advisory Committee reviews applications and recommendations are forwarded to the County Executive for final approval.
“These investments help people right here in Dutchess County, supporting our neighbors who need extra help,” Serino said in a statement. “We fix sidewalks so students and families can travel safely. We expand affordable housing for families. These projects make a real difference, and I’m thankful for our local partners who help us turn these funds into real results for our Dutchess County neighbors.”
2027 CDBG Municipal and HOME Investment grant programs are anticipated to be released early next year.
Here’s how the $1.2 million will be allocated, according to the county.
$611,510 for CDBG Municipal projects
$197,800 Town of Poughkeepsie Habitat for Humanity infrastructure installation: The town is to construct a new town road for the five-lot single-family residential Habitat for Humanity subdivision, off Sunset Avenue. The town will cover the cost of installing the road foundation course, binder and top course asphalt for the new road to ensure adequate access to local roadways and utilities.
$189,210 City of Beacon sidewalk replacement along South Avenue: On South Avenue, by South Avenue Elementary, approximately 450 feet of continuous sidewalk and curb will be replaced to match the existing widths of 5 feet and 5.5 feet. New ADA curb ramps, including at the entrances to the elementary school’s circular driveway, will be included.
$125,000 Town of LaGrange accessible bathroom: LaGrange Park, at 1392 Noxon Road in LaGrangeville, will be receiving a new ADA-compliant bathroom building to replace the current structure at the park.
$99,500 Village of Pawling Village Hall ADA accessibility improvements: The ground floor of the Village Hall will receive ADA accessibility improvements including entryway upgrades and construction of an ADA-compliant restroom.
$223,552 for CDBG Public Service projects
$30,000 to Hudson River Housing, Inc.: Hillcrest House, housing for adults transitioning out of homelessness, provides case management services in a housing-first program. While residents pay an affordable monthly rent, the goal is to find residents permanent, stable housing.
$30,000 to Hudson River Housing, Inc.: The River Haven Transitional Living Community provides young adults transitioning from homelessness, ages 18-24, with up to 24 months of transitional housing and support services. The goal is to transition individuals to self-sufficiency with the help of services like 24-hour crisis intervention, counseling and case management.
$30,000 to North East Community Center, Inc.: Funding will go toward Community Partnership with Schools and Business, or CPSB, and teen programs. CPSB offers workforce development training and paid, mentored internships with local businesses and organizations for socioeconomically disadvantaged youth, ages 14-20. The teens program, a peer-driven group, provides educational, recreational and community service opportunities for socioeconomically disadvantaged youth, ages 14-18.
$29,997 to Fareground Community Kitchen, Inc.: This organization provides deliveries of groceries twice a month for homebound households, such as accessibility-changed and food-insecure seniors. This funding will go toward seniors in southern Dutchess County.
$27,805 to Community Action Partnership for Dutchess County: Senior support services will continue to provide individualized, one-on-one assistance to get integrated financial stability, benefits and food access services for seniors at their Family Resource Centers in Dover Plains, Red Hook and Wappingers Falls.
$25,750 to Mental Health America of Dutchess County, Inc.: The Permanent Supportive Housing Program provides permanent supportive housing to individuals and families in recovery from substance use disorders. Counseling, case management and vocational development services are available to those within the program to help them become self-sufficient, recover, reunite with their families and reach their full potential.
$25,000 to Catholic Charities Community Services of Dutchess, Inc.: Homeless Prevention Case Management Program will provide rental assistance and limited utility assistance for low-income Dutchess County residents in an effort to stabilize housing and prevent utility shut-offs. Case management services will assist clients in independently sustaining their household needs.
$384,000 for HOME projects
$199,000 Hudson River Housing homes in Town of Amenia: The Cascade Creek project is a workforce housing development including over 25 single-family homes. There will be the HOME-assisted new construction of four single-family homes for households making at or below 80% of the area median income.
$185,000 Habitat for Humanity of Dutchess County home in Town of Amenia: Depot Hill Road project will be a single-family new construction home for an income-qualified buyer who makes at or below 80% of the area median income.
