The first piece of Westfield’s ambitious plans to bring more development around the Grand Park Sports Campus is moving forward.
City Councilors, on April 13, approved a zoning change allowing for 272 apartments to be constructed on the west side of Grand Park Boulevard, where the championship baseball diamond has been located at the park.
The apartments are tied to a chunk of development that also includes a plaza, a city parking garage with about 500 spaces and a new headquarters for Ed Carpenter Racing. The apartments will be located in a mixed-use building with retail on the first floor.
The development could also include a Java House and an IndyCar Museum, associated with Ed Carpenter Racing, Westfield officials have said, and there are plans in the works to relocate the championship baseball diamond.
“It’s starting to happen, and I anticipate at least one more Grand Park project coming to council this year,” Westfield Mayor Scott Willis told IndyStar.
That next development that could come this year would be another mixed-use development, near where the Ed Carpenter Racing headquarters is planned, the mayor said.
Plans to build an ice hockey facility at the Grand Park Sports Campus are also progressing as the city, last month, selected a developer for the project. Since Willis was elected as mayor in 2023, he and other city officials have talked about the need to attract visitors to Grand Park year round with winter sport activities.
The OK from city councilors for the apartments adjacent to the Ed Carpenter Racing headquarters comes after the city worked on a master plan for the Grand Park Sports Campus. In January 2025, the city unveiled the 8 million square feet development plan to relocate some facilities at the park and build around the sports campus.
“A vision and a development unlike anything we’ve seen in Indiana,” Willis said when the master plan was released to the public. “We’ve traveled the country, we’ve looked at best practices and we have hired the best this country can offer in terms of urban planning to help us create this vision.”
The existing Grand Park Events Center will continue to serve as a hub for local, regional and national events. The master plans call for a new plaza and a full-service hotel to be built near the event center. A proposed 10,000-seat championship stadium would be built on the northwest corner of 186th Street and Grand Park Boulevard per the master plan.
The Grand Park Sports Campus master plan also calls for a linear park, in the median of Grand Park Boulevard, would connect both ends of the development. In the plans unveiled last year, the boulevard is 60 feet wide and flanked by bike lanes, wide sidewalks, street parking as well as mixed-use buildings with housing, retail and restaurants.
The linear park would feature a mini football field, a podium for teams to take photos on, playgrounds, splash pads, hammocks, swings and other sports activities and new parking garages would be constructed throughout the district, per the master plan.
Fees generated by the developments are expected to help pay for park and infrastructure upgrades in and around Grand Park, Westfield officials have said.
