Three San Joaquin County court cases are set to move into the preliminary hearing stages starting early next month at the Stockton courthouse.
Delta College hit-and-run
In 2024, Jamaraqui Latice Burks was arrested and arraigned in connection with the hit-and-run death of 23-year-old Jazmine Floris.
Floris, also known as Jay, was walking their service dog on Oct. 24, 2024, near San Joaquin Delta College’s marquee sign. Floris was struck by a vehicle and within seconds the driver, identified by investigators as Burks, had fled the scene, police said.
Floris was critically injured, and their dog—Mustang—had run off to Target in a nearby shopping center. The service dog assisted Jay with periodic seizures they suffered from as a result of a work injury.
Floris was taken to a hospital, where they later died from their injuries.
Burks allegedly fled the scene on foot and ran into the college campus, where he was arrested by Delta College police.
His charges include vehicular manslaughter with gross negligence, reckless driving causing specified injury, hit-and-run resulting in permanent injury or death and carrying a concealed firearm in a vehicle.
Burks, who has been out of custody on GPS monitoring, also faces several enhancements, including fleeing a crime scene and infliction of great bodily injury.
After motions of mental health diversion and several other hearings, the case will begin the preliminary hearing on March 3.
The preliminary hearing is scheduled to last two days, according to the court minute order.
Linden Youth Soccer Association embezzlement
The preliminary hearing for Emilie Burton, the former president of the Linden Youth Soccer Association, is scheduled to begin March 4.
Burton, who is accused of embezzling more than $30,000 from the nonprofit, entered a plea of not guilty in December 2025.
She was arraigned in November 2024 on charges of grand theft from the soccer association totaling $33,089.62, embezzlement and three counts of money laundering, all allegedly committed in 2024.
Burton became president of the soccer association in November 2023.
According to court documents, the preliminary hearing is expected to last three hours.
Lodi salon owner killed
Starting March 10, the preliminary hearing in the case of a Lodi salon owner allegedly killed by her estranged husband in 2024 is set to begin.
Shane Winans, the owner of Anchors Away Tattoo and Body Piercing Parlor in Lodi, was arrested in December 2024 in connection with the death of Nicole Winans.
He is charged with one count of premeditated murder, with an enhancement for the intentional discharge of a firearm, and two counts of child abuse and endangerment, with an additional enhancement for use of a firearm in the commission of a felony.
Winans pleaded not guilty to all counts and denied all enhancements at a hearing on Aug. 11, 2025.
The San Joaquin County Sheriff’s Office said they responded at about 12:25 a.m. on Dec. 6, 2024 to a disturbance in the 900 block of East Academy Street in Woodbridge.
When deputies arrived at the scene, they found a person, later identified as Shane Winans, on the ground being detained by other people, according to a statement of probable cause.
The neighbors who had been detaining Shane Winans told law enforcement that he had killed his wife and that she was inside her home. Nicole Winans was found dead in the kitchen with a gunshot wound to the head.
Shane Winans was arrested at the scene.
