St. Clair County Emergency Operations Center (EOC) Deactivated Following MDHHS SNAP Benefits Update

Effective November 12, 2025, the St. Clair County Emergency Operations Center (EOC) will be deactivated following the Michigan Department of Health and Human Services’ (MDHHS) announcement on November 10 that full SNAP benefits will be reinstated for beneficiaries. While some litigation remains pending, a final resolution is expected soon.

Throughout the response, the EOC worked closely with the St. Clair County Community Services Coordinating Body (CSCB)—a collaborative network of dozens of partner agencies—to coordinate logistics, resource distribution, and communication among organizations, ensuring that support reached residents most in need.

St. Clair County Emergency Management Director Justin Westmiller, who oversees the EOC, said the situation continues to be monitored but that deactivation is appropriate at this time.

“St. Clair County has an embedded culture of collaboration,” Westmiller said. “We saw that once again as local partners came together to help residents facing food insecurity during this pause in benefits.”

A current list of local food pantries, soup kitchens, blessing boxes, and other food resources is available on the CSCB website at cscbinfo.org. New resources will be added as they become available. The website will continue to be updated and monitored through January 1, 2026, to ensure accurate and timely food resource information remains accessible throughout the holiday season.
